In order to achieve climate neutrality in 2050, the emissions of greenhouse gases (GHG) need to amount to net zero. However, it will not be possible to prevent all GHG emissions completely. Therefore, it will also be necessary to actively capturing CO2 from the atmosphere and store it. This is called Carbon Dioxide Removal (CDR).
CE Delft has, at the request of the Dutch provinces of Utrecht, Gelderland, Zuid-Holland and Noord-Holland, designed a decision-making framework for the development of policies in the field of CDR. These provinces already undertake certain actions that contribute to CDR, but this often has not been recognized explicitly in policies yet.
This framework provides insights into the key strategic decisions and considerations that are relevant for the development of CDR policies. The framework also provides suggestions for concrete actions, allowing provinces to start working on stimulating and further scaling of promising and strategic initiatives in the area of CDR.
In the Advisory report, the decision-making framework is presented, accompanied by a targeted advice for each of the four provinces. In the Background report, more information is provided on CDR and existing CDR policies at various levels of policymaking.
