Risk and effects of reduced supply reliability of construction materials: concrete, bitumen, clay, steel, zinc

This report addresses availability and security of supply of five commonly used building materials: asphalt, concrete (and its components), clay, steel and zinc. We identify real risks to security of supply for four of the five materials. These are mainly longer-term concerns. These are mainly changes in origin and quality that affect availability for the Directorate General of Public Works and Water Management (Rijkswaterstaat). However, the security of supply of clay is urgent: it is uncertain whether enough suitable clay for dyke projects will be available in the near future.

The report identifies key circular opportunities and solutions for each material. Finally, the report includes an exploration of how sustainability and circularity can be better embedded in current work processes for the Directorate General of Public Works and Water Management.
