The Ministry of Infrastructure and Water Management and the Ministry of Economic Affairs and Climate Policy, have developed a proposal for a European Industrial Sustainable Carbon Regulation. This regulation prescribes a minimum share of sustainable carbon in the chemical industry (secondary raw materials, sustainable bio-raw materials and CO2), which can be achieved by trading allowances among themselves. To further develop the proposal and involve stakeholders as early as possible, a meeting was held in Utrecht on September 27, 2023, attended by representatives of chemical companies, industry organisations, policy makers, researchers and an environmental organisation. CE Delft organised and chaired the meeting and provided the reporting.
