Evaluation of the ‘Clean Energy for All’ programme

CE Delft has evaluated the policy of the ‘Clean Energy for All’ programme of the province of South Holland. Based on this programme, the province aimed to achieve a sustainable, reliable and affordable energy supply in the period 2020-2023. Three policy goals were central to the programme:

  1. Policy goal 3.1: Clean and sustainable electricity supply.
  2. Policy goal 3.2: Facilitate sustainable heating for the built environment and greenhouse horticulture.
  3. Policy goal 3.3: Sustainable energy and raw materials system in industry.

CE Delft concludes that the province has taken good initial steps, but that the pace is too slow. The overarching goal of a 49% reduction in greenhouse gas emissions by 2030 is not yet in sight. We have formulated several recommendations based on our findings:

Monitoring

  • Make the impact of provincial efforts measurable
  • Update various policy goals and indicators

Working together

  • Continue to act as a constructive partner and knowledge centre
  • Ensure proper coordination of tasks with Regional Energy Strategy (RES) bodies
  • Safeguard knowledge by improving continuity

Implementation

  • Take a more active role in spatial planning (energy planning).
