In order to decarbonise in line with the EU Green Deal objectives and the Paris Agreement temperature goals, maritime shipping needs to transition from fossil to renewable fuels. This report provides robust evidence in support of the Commission’s Impact Assessment of the FuelEU Maritime Initiative, which aims to lower the GHG intensity of marine fuels in the EU. In particular, the study analyses current patterns of fuel and power consumption in maritime transport and ports, the current regulatory framework affecting fuel demand in European maritime sectors, and existing problems and their main drivers as well as the likely development of those problems and drivers in the absence of regulation. It also lays out policy options to address the problems and meet the policy objectives and assesses the impacts of those options.
